RedrawManager is a redraw callback coordinator layered on the Wimp filter mechanism. Clients register callbacks with Redraw_AddCallBack/Redraw_RemoveCallBack; it hooks the dynamically allocated Wimp filter vector while present and announces its installation/removal through service calls.
