Follow up on #2271
I noticed the original fix was working well locally, but in production the Done and Not Now columns were still wonky. I suspect it has something to do with caching?
In any case, what we really want is for transitions to only do their thing when a person takes an action (drag-and-drop and expand/collapse), never on page navigation. To get that working, transitions are now disabled by default and only get enabled for user interactions.
