Update testnet-staging contract addresses for DistributionManager and PayerReportManager

Updates config/testnet-staging.json and environments/testnet-staging.json with new proxy and implementation addresses for DistributionManager and PayerReportManager, bumping proxy salts from _1_1 to _1_2.
