[codex] Record Vulca JEPA visual audit experiment

Summary

• Add a Vulca-only visual audit inventory and JEPA/DINOv2/SigLIP experiment scripts
• Record generated audit outputs, contact sheets, guard metadata, and experiment report
• Carry optional eval metadata through CLI/create pipeline outputs as non-blocking guard hints

Review posture

This is a draft research sync PR, not merge-ready. The branch intentionally preserves experiment artifacts so the local-only work is backed up, but it should be split before any production merge: code/API changes, experiment scripts, and generated reports should be reviewed separately.
