Implement the Vezel.Novadrop.Net library

We need:

• Support for the null cipher.
• Support for the PIKE cipher.
• Support for the checksum algorithm.
• Support for TERA's packet serialization system. (Source generators?)
• A convenient connection class neatly wrapping the above + a socket.
