Migrate module.web project to sdk style

I believe this way we would not have to define every single file in the project file. I would include everything but what we manually exclude (like node_modules) and probably work better inside of Visual Studio directory to use VSCode less.

There is actually a new way in latest visual studio but I am still on the fence on this conversion because it hooks into msbuild out-of-the-box and will do npm install, npm build twice automagically.... Something to revisit though
