LIBDRUM-1007. Remove Wufoo Feedback customization#268

Removed the Wufoo Feedback customization, as we do not expect to use it in the future. Modified the "local.cfg.EXAMPLE" file to provide an empty "feedback.recipient" property (overriding the property in "dspace.cfg"). Providing an empty value for this property triggers the default DSpace functionality to hide the "Send Feedback" link in the footer. Updated the "DrumFeatures.md" and "DrumTestPlan" files and removed the "DrumWufooFeedback.md" file, to reflect the removal of the Wufoo customization and the "Send Feedback" link. https://umd-dit.atlassian.net/browse/LIBDRUM-1007
