Mirror the tracker fix: build each arch on its native runner (amd64 on ubuntu-latest, arm64 on ubuntu-24.04-arm), push by digest, then merge into one multi-arch manifest tagged with the SHA. Avoids slow QEMU emulation while keeping amd64+arm64. node24 action majors throughout. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
