This migrates ESLint to the latest version: v9.28.0.

I'm far from being an ESLint expert, so if someone can double-check 🙏
npm run lintworks without warnings nor errors..vuefiles are well checked as I had to modifyvue/src/components/AppGuideItem.vueto add default values.
