E0xx works on a per-channel basis for new songs. old behaviour can be toggled with a compatibility flag

this is my attempt to make the E0xx effect more useful and intuitive by making it per-channel instead of global. i added a compatibility flag to avoid stepping on anyone's toes, but i'm open to making further changes if i've missed something.
