Introduces a new student-specific dashboard template and updates dashboard.php to load it for student users. Removes the unused popup-progress-card SCSS, updates stat-card and related SCSS for improved styling, and adds a new surface token (l3) to theme and token files. Also adjusts modal z-index for better stacking context.
