Improve guidelines on when to suggest splitting an assembly

suggestion: split an assembly when we're talking about closely related content that users do at widely different intervals. e.g. importing a RH manifest vs. synchronizing RH content.

or importing SUSE content via SCC Manager and actually synchronizing that SUSE content.
