This PR replaces Prettier and ESLint with Oxfmt and Oxlint. As a general rule, lint rules are enabled strictly. However, rules that would require substantial refactoring are downgraded to warnings or disabled. Type checking with
tscis retained because Oxlint's--type-checkoption is still experimental.
