Summary

Added customized GitHub issue templates and config.yml to improve issue tracking for the Sugar Labs website.

• Added bug report template
• Added feature request template
• Added content update template
• Configured config.yml

Purpose

• Make issues more structured and easier to triage
• Guide contributors to provide all necessary information
• Reduce generic/unclear issues

Testing

• Verified templates render correctly in the "New Issue" page
• Checked links in config.yml
