chore(KONFLUX-6210): fix and set name and cpe label for addon-manager-mce-29

For https://issues.redhat.com/browse/KONFLUX-6210, clair needs access to a name and cpe label that it can use to look up the image in VEX statements.

Hi @ralphbean I saw we define cpe in https://gitlab.cee.redhat.com/releng/konflux-release-data/-/blob/main/prodsec/crt-redhat-acm.yaml?ref_type=heads. Do we need to set it in each dockerfile?
