Update Zig to latest master version

Updated the ZIG_VERSION argument in .devcontainer/Dockerfile to 0.16.0-dev.3006+94355f192, which is the latest master version from https://ziglang.org/download/index.json. This update aims to fix Docker build CI failures on the main branch. All Go and Rust tests have been executed and passed.
