The role of the ACP Server is to serve ACRs, surely, not to make the calculation of modes allowed. Do you mean

Conforming resource servers  MUST authorize resource access according to grant graphs produced by the Access Resolution function (see section 6) applied to a Resource Access Contexts generated from the incoming request and the metadata about the resource.

Acceptance criteria

The spec has to define what the server actually does, not just list the vocabulary.
