feat(cli): add commit command for registering Parquet files - #11

Implement the main execute function for the commit command that expands glob patterns, introspects Parquet files, validates schemas, supports partition values, provides dry-run mode, and registers files with the catalog. Adds file_io() method to Catalog trait for FileIO access.
