[Dashboard] Show detailed error for k8s context access failure and other apis

Follow up on the comment #8085 (comment)

• Show detailed error in the k8s infra table when hovering on the node number for k8s context access failure
• Print detailed error for other APIs

Tested (run the relevant ones):

• Code formatting: install pre-commit (auto-check on commit) or bash format.sh
• Any manual or new tests for this PR (please specify below)
  • Show detailed error in the k8s infra table when hovering on the node number for k8s context access failure
  • Detail errors will be printed for the following requests
    • /jobs/queue_v2, /jobs/pool_status,/status, /volumes/delete, etc.
• All smoke tests: /smoke-test (CI) or pytest tests/test_smoke.py (local)
• Relevant individual tests: /smoke-test -k test_name (CI) or pytest tests/test_smoke.py::test_name (local)
• Backward compatibility: /quicktest-core (CI) or pytest tests/smoke_tests/test_backward_compat.py (local)
