Need opinions on correct UI Frameworks/Toolkits

Options:

1. Off the Shelf toolkits:

• Semanic UI (Already in use)
• Bootstrap (Already in use)
• Material UI (Already in use)

2. In house

• Sky Digital's pages-lib toolkit http://pages-lib.cf.dev-paas.bskyb.com
• Build our own CSC toolkit

3. Each team crafts their own styles and conforms to the UI Styleguide http://csc-uisg.dev.cosmic.sky/#/

DECISION: We should give teams the ability to use the appropriate toolkit/framework that best suits their UX needs. i.e. if it is a simple support app, then a full blown Sky Digital "pages-lib" maybe overkill.
However we should promote a consistent "look & feel" that teams should "theme" what ever CSS toolkit they use against.
Therefore CSC Styleguide should be used (option 3).
