Fixes makefile to work with Inkscape 1.0

I just tried to build the pdf with these fixes (current master is 5b3a5b2) and Inkscape 1.2.2 (b0a8486541, 2022-12-01). It works but Fig. 1.5c gets messed up by the conversion rather badly. Inkscape reports that the .svg is in an old format and that it attempts conversion but all of the options yield mangled output.

I did not check all figures carefully (yet?). However, Fig. 5.7b also has some font issues after conversion for me.

@abraemer Thanks, I fixed images 1.5c and 5.7b. Let me know if you see any others that need fixed.

Also, let me know if these fixes work on your computer (I used Inkscape 1.4, but hopefully these also work with 1.2).
