Sets RSKIP-39 (Multi-key Accounts) to Withdrawn in the frontmatter, body table and README index. Per the RARF operator: Rootstock pursues account abstraction via EIP-7702 (RSKIP-545), which covers this proposal's smart-wallet motivation. Nothing of it ever shipped — Account.java/AccountState.java carry no multi-key scheme; the only multisig logic in rskj is the peg federation's Bitcoin redeem-script handling.

Align frontmatter, body table and README index with the withdrawn status: superseded in motivation by the EIP-7702 direction (RSKIP-545), and no multi-key account primitive ever shipped in rskj.
