Sets RSKIP-244 (Variable Storage Costs) to Withdrawn in the frontmatter, the body header table and the README index. rskj's
GasCost.javacarries only the flat legacy SSTORE cost constants — no variable-by-size storage cost scheme and no reimbursement-removal path ever shipped. Confidence is medium: with no sign of active work, Withdrawn was preferred over Deferred — please say so if the proposal is still alive and Deferred fits better.
