Sets RSKIP-213's status to Withdrawn in the frontmatter, the body table and the README index, and adds a superseded-by note pointing to RSKIP-543 (same convention as RSKIP-4's). The proposed transaction versioning never shipped —
Transaction.javacarries no trace of it in RLP encode/decode and there is no ConsensusRule flag — and it was superseded by RSKIP-543, which cites RSKIP-213 as a prior versioning attempt that did not ship.
