Sets the status to Withdrawn in the frontmatter, the body table and the README index (all read Draft). rskj still enforces the classic 50%-of-gas-used refund cap in
TransactionExecutor.java— the cap this proposal removes — so the proposal is unimplemented, with no sign of active work. Withdrawn was chosen over Deferred on that inactivity; if the idea is still alive, Deferred may be the better call.
