Sets RSKIP-208's status to Withdrawn in the frontmatter, body table and README index (all read Draft). The Environment precompile in rskj (
Environment.java) registers onlyGetCallStackDepthand has nocheckEnvironmentmethod: the simpler RSKIP-203 shipped instead, and RSKIP-208's generalized alternative was never adopted.
