I see the same error:
/usr/bin/get-oui -v
Renaming ieee-oui.txt to ieee-oui.txt.bak
Opening ieee-oui.txt for output
Processing IEEE IAB registry data from https://standards-oui.ieee.org/iab/iab.csv

CloudFlare issue, block defult UA libperl, this fix the problem in get-oui perl script:

148,149c148
<    my $ua = LWP::UserAgent->new(timeout => 30);
<    $ua->agent("curl/7.88.1");
---
>    my $ua = LWP::UserAgent->new

patched code:

  147    print "Processing IEEE $key registry data from $url\n" if $verbose;
  148    my $ua = LWP::UserAgent->new(timeout => 30);
  149    $ua->agent("curl/7.88.1");
  150    my $res = $ua->get($url);
  151    die "Could not get $key data from $url\n" unless $res->is_success;
  152    my $content = $res->content;
  153    my $content_length = length($content);

we already addressed this and used another agent. However this project is not maintained as the author passed away. Hopefully one of the forks will pickup where Roy left off.

I have been adding the pulls that were outstanding to this branch, or if you like I wrote a python script: https://github.com/sonikbhoom/arp-scan/blob/master/get-oui.py good call on the timeout, added.

Peace.
