TestCephMultiClusterDeploySuite set BLOCK to "$/dev/sdb" rather than "/dev/sdb". The same export in the pull request path spells it correctly, so the two copies disagreed. Nothing reads BLOCK here: the Go test framework takes its device from TEST_SCRATCH_DEVICE and DEVICE_FILTER, which the neighbouring lines set, and no script runs between the export and `go test`.
