Expose functions to create UCXX communicators when launching with
rrunto Python and support it withbulk_mpi_shufflebenchmark. Tests are not added in this PR because the existingpyteststructure depends heavily on MPI, this will need to be done in a follow-up PR. Additionally, add a check forrrunand raise an exception instreaming_benchmarksince it depends onallreducethat is currently implemented by MPI and we still don't haveallreducethat's independent of MPI.Depends on #679 .
