Until now, all ra_counters used the `ra` namespace. Using Ra system name as the seshat key, allows more natural retrieval of the counters we need in a given context.

key_metrics/2can be called remotely and this PR changes the semantics of this function. To be discussed which approach to use to allow rolling upgrades
