Match the average-based UI calculations: AVERAGE uses all runs, P50/P90/P99 use per-query averages, and engine comparisons use averages rather than medians.
Includes the previously local analyzer comparison support, tag filters, and JSON/TSV output. Only tools/analyze.py is changed.
Verified AVERAGE/P50/P90/P99 against the UI, including unequal repetition counts.
