This PR provides test coverage for DTensor.from_local() implementation with XLA device mesh. The test suite in test_xla_dtensor_from_local.py includes:
Basic conversion tests validating:
. Tensor shape and value preservation
. Basic arithmetic operations
. Device mesh handling
Tests for different placement scenarios:
. Replicated tensors
. Sharded tensors
. Multi-device configurations
Data type compatibility tests covering:
. float16, float32, int32, int64
