Configure devcontainer on the project

This should help a lot more to set up development environment using Docker.

I integrated:

• a docker image including all the necessary to develop
• mailhog : a fake smtp server
• mariadb

I added some extensions that will be installed by default, don't hesitate to give your feelings about the ones i suggested.
