Backend changes should not go to this PR, use #109 instead.

Update the UI/UX to support a clearer separation of concerns between plugin configuration/management.

Updates:

Plugin enablement with ordering support via drag-and-drop
Confirmation to save plugin configuration before leaving
Confirmation to apply plugin management changes
Checkbox/toggle shopping cart-like system for managing plugin installations + indicators of intent to add/remove plugins
