Python 3.14.0 was released on 2025-10-07, so we ought to start testing the plugin against it now. Ensure that please_pex generates .pex files that run under Python 3.14.

Following the reorganisation of the test and release workflow in #248, this can now be done safely in two stages without ignoring CI failures or manually disabling steps in the workflow. This PR will ensure we have a version of please_pex that works with Python 3.14; when it lands, we can do a new stable tools release, then use that version of please_pex within the repo in a follow-up PR.
