Please v17.25.1 includes arcat v1.3.1, which contains a fix for a bug whereby symbol tables in BSD-variant ar archives were erroneously being treated as real files, and were therefore copied into output archives by `arcat ar --combine`. This resulted in `cc_library` build failures on FreeBSD and Darwin.
