feat(ci): update workflow trigger for temp-devnet

Update CI workflow to reset temp-devnet and run l1 tests.

Here are steps when trigger manually or PR merge to main branch:

1. Upload story binary to GCP bucket
2. Trigger reset temp-devnet
3. Verify reset workflow completed successfully
4. Wait for temp-devnet network producing blocks and height is larger than 200
5. Trigger l1-tests
6. Verify l1-tests workflow completed or cancelled
7. Trigger delete temp-devnet
