Use the ovhcloud CLI to manage secrets

For the moment it's possible to manage secrets through the okms CLI. But with this existing CLI we have to configure it with an endpoint an a CA certificate that we need to retrieve in the OVH Control Panel.

With this feature request, it will no longer mandatory for the customer to go the HMI, create a secret, and then go in its terminal and execute the others CLI in order to use the secret inside a kubernetes cluster for example.
