[codex] sandbox request for openvino PR 35268

This request PR asks ov-sandbox to validate upstream openvinotoolkit/openvino PR #35268 using the premerge module bundle.

What changed:

• targets upstream repo openvinotoolkit/openvino
• targets upstream PR 35268
• requests sandbox modules premerge

Why:

• verify the new module-driven sandbox flow against a real open upstream PR
• provide a practical pre-merge signal outside upstream CI visibility

Impact:

• opening this PR should trigger ov-sandbox request resolution
• shared execution should run from ov-ci
• expected checks are Linux release build, Linux debug build, Python checks, and OVC lint

Validation:

• request format validated locally with python3 scripts/resolve_request.py
• module matrix validated locally with python3 worktrees/import/ov-ci/scripts/resolve_upstream_pr_matrix.py
• workflow syntax validated with actionlint
