Description
This PR adds a new documentation file to help Outreachy interns work effectively in environments with restricted or censored internet access.
Motivation
As discussed in #458, some interns may face internet censorship that blocks access to essential platforms like GitHub, communication tools, and documentation resources. This contribution aims to provide a structured guide to help interns prepare for and handle such situations.
