Description

This PR adds a new documentation file to help Outreachy interns work effectively in environments with restricted or censored internet access.

Motivation

As discussed in #458, some interns may face internet censorship that blocks access to essential platforms like GitHub, communication tools, and documentation resources. This contribution aims to provide a structured guide to help interns prepare for and handle such situations.

What’s Included

  • Overview of internet censorship and its impact
  • Commonly blocked websites and services
  • Tools to detect censorship (e.g., OONI Probe)
  • Methods to circumvent restrictions (VPNs, Tor, bridges)
  • Preparation strategies (offline backups, cloned repositories)
  • Offline work techniques
  • Risks and safety considerations

Changes Made

  • Added new file: docs/internet-censorship.md
  • Organized content into clear sections for readability and usability
