Closes #94.

This PR fixes the creation of the layover/shadow mask for S1 bursts crossing the antimeridian when the DEM is provided in polar stereo projection. The ISCE3 Topo module interpolates the DEM using the input epsg_code, which defaults to 4326. Topo only tests for the antimeridian crossing when the DEM interpolator is set to 4326, rather than evaluating the output_epsg. This causes an error when computing the layover/shadow mask for S1 bursts crossing the antimeridian if the DEM is provided in polar stereographic coordinates and output_epsg is set to 4326, or not set, which defaulting to 4326.
