Solution

Several large changes were made to OpenDCS proper. Bring in changes now in prep for logging updates as well as OpenDCS #1370 (user tables)

• Minor behavior corrections discovered during rest_api updates. opendcs#1478 merged

Integration test. Little material change, method was removed upgrade to retrieve computations, replaced with equivalent alternative procedure.
