Disable cutting Option

This pull request introduces a new "Enable Cutting" feature, which allows administrators to control whether users can access the video cutting tool (editor) for events. The feature is configurable, disabled by default, and is reflected in both the UI and permissions logic.

It seems to work. The setting is there in the sub-tab "Events" of the configuration "Settings" and does what it is said.

But I think the setting should be enabled by default. Otherwise, all adopters would need to change the configuration to get back the behavior they are used to. @KeksBombe: Can you please change this default setting?

Rebased on the current state of the release_9 and enabled by default to restore functionality

Thanks a lot, I will release this in the next version. I will implement an äquivalent version for release_10 since we cannot pick this directly
