Description
This PR adds loose source routing support, enabling path computation that traverses operator-defined waypoints.
The PR also includes:

Motivation and Context
For use cases such as SFC and node validation, operators need to enforce traversal of specific nodes.
Loose source routing allows operators to specify such nodes as waypoints, and lets the PCE compute metric-based paths using CSPF.
