This PR introduces the changes from MDL-83334 into config.docker-template.php. Additionally, it updates the README to reflect recent PHP versions which can be used.
As the config.docker-template.php file is PHP-version agnostic, this PR has the downside that older PHP versions would not emit E_STRICT warnings anymore.
However, quoting https://php.watch/versions/8.4/E_STRICT-deprecated which says
this fact should be acceptable
