- upgrade to puppetlabs/apt 10.0.0
- currently soft-blocked on allow puppetlabs/apt 10 voxpupuli/puppet-php#730 metadata: allow puppetlabs/apt 10 puppetlabs/puppetlabs-docker#1009. We can wait for these to merge or temporarily install them from control repo Puppetfile
- ...
disable php and docker modules in metadata.json: These modules both block puppet/apt 10.0.0, but have no real conflict beyond their metadata. We'll need to wait for upstream to fix these or install them from the control repo Puppetfile.
if "release" == "/", then "repos" is ignored anyway
