This repo contains a lot of rich reduction goodness that I want to use in another project. However, my project doesn't use prefect or tiled, so I wanted to be able to call modules that don't require them.
I also converted from setup.py to pyproject.toml.
This change has the unfortunate side effect that it changes how the project is installed.
I also added a github action for testing and linting.
