Revert PR #1214: Restore pac CLI versions from 1.46.1 to 1.44.2 and remove associated release notes

This PR reverts the changes made in pull request #1214, which updated the pac CLI package versions to 1.46.1 and added corresponding release notes.

nuget.json

• Restored Microsoft.PowerApps.CLI version from 1.46.1 back to 1.44.2
• Restored Microsoft.PowerApps.CLI.Core.linux-x64 version from 1.46.1 back to 1.44.2

extension/overview.md

• Removed the pac CLI 1.46 release notes entry that was added under {{NextReleaseVersion}}
• Removed the 2.0.94: section header that was introduced
• Restored the original structure where pac CLI 1.44 release notes appear directly under {{NextReleaseVersion}}

Verification

The revert has been validated to ensure:

• JSON syntax remains valid in nuget.json
• Package versions are correctly restored to their previous state
• No other content or formatting was inadvertently modified
• The file structure matches the exact state before PR Users/jbujula/cliversion1.46.1 #1214 was merged

This revert restores the repository to commit 37db3c2455a3c74ed23fabb9b0575a1d81cdcafb, which was the base commit before the original PR changes.
