Bumps [minimist](https://github.com/minimistjs/minimist) to 1.2.8 and updates ancestor dependencies [minimist](https://github.com/minimistjs/minimist), [tslint](https://github.com/palantir/tslint) and [powerbi-visuals-tools](https://github.com/Microsoft/PowerBI-visuals-tools).
