Router v3 is still widely used, so it makes sense to add 8.5 support here until v4 is at least supported by Mezzio itself.

This patch also upgrades Psalm to v6 and PHPUnit to v11. This requires a number of minor fixes and changes.

Note, BC breaks here refer to PHPUnit BC breaks because we ship integration tests with this library
